Assistant Judge Connie Cain Ramsey
Connie was first elected Assistant Judge in November of 2010. Judge Ramsey is dedicated to ensuring that the best interests of children are considered above all else in divorce proceedings, to making sure victims of domestic abuse are protected, and to protecting the private rights of individuals and organizations.
Judge Ramsey has been trained by the State of Vermont in Courtroom Ethics and Procedure, and has earned the State Accreditation to Preside over Uncontested Divorces. Ramsey has been trained by the National Judicial College, based in Reno, Nevada in Civil Mediation, as well as Judicial Decision Making. She is an active member of the National Association of County Judges as well as the Vermont Association of Assistant Judges. She is the author of historical, court-related articles entitled “Courthouse Chronicles”, which are included in this web site.
Connie has deep roots in Chittenden County, she is an 8th generation Vermonter and takes great pride in serving as a steward to Chittenden County’s properties, including the historic and beautiful Chittenden County Courthouse on the corner of Church and Main Street.
Connie lives in Chittenden County with her husband Jack, Dachshund Oscar, and has two grown children, Polly Ramsey Mangan and John Taggart Ramsey. She is very grateful that her family has now expanded to include son-in-law Chad Mangan and grandchild Dexter, as well as daughter-in-law Rachel Seaman Ramsey and grandchild Moxie.

Suzanne Brown was elected Assistant Judge in November of 2018 and started her first term in February of 2019.

Judge Brown commenced her practice of law in Vermont in l986. After completing her judicial clerkship, Judge Brown worked as an associate attorney with Perry & Schmucker in South Burlington, VT. Judge Brown was named a partner in the firm at a time when few women were offered partnership positions in law firms.
In the mid 1990’s Judge Brown opened her solo law practice in Burlington, VT. Her cases varied, but she focused on cases involving the family such as the establishment of parental rights and responsibilities, parent child contact, child support, paternity cases, property division, prenuptial agreements, spousal support and modification and enforcement of orders and issues related to adoption and guardianship.
Over her 32 years of practicing law, Judge Brown took an active interest in providing legal services for those who could not afford to retain an attorney. Her practice often took her outside Chittenden county and included appearing in Franklin county, Addison county, Grand Isle county, Washington county, Lamoille county, Orleans county and Caledonia county.
During her many years of practice, Judge Brown was consistently rated by her peers at being highly rated in her field of practice as well as being ethical.

County Clerk Beth Royer
Beth Royer was appointed Chittenden County Clerk on February 19, 2024 by Assistant Judges Ramsey and Brown. She was born in Pennsylvania and lived there until the age of 10. Her first memory of visiting a courthouse was accompanying her best friend Mary and Mary’s grandfather to vote at the Tioga County Courthouse. Beth attended Emerson College and Southern Connecticut State University.
Beth started a career in local Government in 2008, and worked as a project manager for the Office of Policy & Management for the City of Bridgeport, Connecticut until 2016. Upon moving to Vermont, she worked in a variety of public libraries, including her hometown library in Hinesburg, Carpenter-Carse Library. Beth enjoys sharing enthusiasms, public transportation, civic architecture, bike rides, long walks & good books. She is grateful to Vermont for being a place where nature is always present to remind us about what’s really important.
